Section 232 primary-steel tariff coverage

TariffCalc calculates a controlled China-origin primary-steel family under Chapter 99 heading 9903.82.02 at 50% of full customs value. Phase 25 expands the former HTS 7208-only slice to the primary-steel provisions locked from the current Annex I-A while keeping derivatives, aluminum, copper and special country/content tiers outside automatic coverage.

For a complete 10-digit ordinary HTS line that falls inside the locked primary-steel list, the beta adds 9903.82.02 at 50% of the full entered customs value. The ordinary HTS duty and any supported Section 301 amount remain separate calculation components.

The broad whole-heading coverage includes HTS 7206–7215, 7217–7229 and 7304–7306. The official Annex also contains selected provisions under 7216, 7301 and 7302; those are matched only at their listed prefix level rather than treating the entire heading as covered.

Required Complete classification

A published 10-digit ordinary HTS code must match one of the locked Annex I-A primary-steel prefixes. Short headings are not calculated.

Required China origin and supported schedule

Country of origin must be China and the calculation must resolve against the bundled 2026 HTS Revision 12 contract.

Required Full customs value

The supported Section 232 component is customs value multiplied by 50%. The Phase 25 rule does not estimate metal-content allocations.

Conditional No inferred exception or alternate tier

Exclusions, quotas, special origin tiers, derivatives and other Chapter 99 treatment require separate review unless a later rule family implements them.

  1. The scope is locked to 39 normalized HTS prefixes from the current primary-steel Annex I-A list.
  2. The rule is tied to 9903.82.02, the 50% ad valorem formula and full-customs-value basis.
  3. Non-China origins and out-of-scope steel provisions fail closed to review or unsupported status.
  4. Phase 25 regression fixtures are prepared but intentionally remain unexecuted until the consolidated final acceptance cycle.
  5. No external customs-professional approval is claimed.
